<description>&#60;p&#62;The State of Hawaii says they are not liable for an injury suffered in a State Park because they didn't know of the condition that caused the injury, that they don't think it is hazardous, the there were no prior incidents there, and that the condition is open and obvious.  They denied my claim and I disagree with every one of their defenses.  The States references State Tort LIabiliy Act Chapter 662 as the basis for not paying my claim.  They probably just figure I won't come back to sue them.  What are my options?
