To make a long story short, I have been being harrassed and threatened by my next door neighbor for over 7 months. It began simply because she was constantly asking to borrow $5, $10, $20 here and there. She never paid it back. She has a history of some mental illnesses but is competent (suicide attempts, bi polar, self harm, violence). We were never "friends" but she began coming over and knocking on door asking to speak to me. If she was told I wasn't home or I was napping with my 2 toddlers etc and that I would let her know when available she would come back every 10 mins for me until I finally spoke to her. She would look in windows and accuse my son and husband of lying. She ignored a sign that said please do not knock/ring bell, babies sleeping. One day I finally, as gently as I could told her we could no longer "be friends" and I could not give her anymore money. She was furious, screamed and cussed in my front yard and told me what I could do with my $20. This is where it began. Since then she has harrassed and threatened me and my family consistently.
She has dug through my garbage cans while they were in my yard looking for personal info, including last name so she could "put a hit out on me", opened my gate and let my dog out, told anyone who would listen (neighbors, mailman, animal control) that I was a drug dealer/user/buyer and that I have mass quantities of drugs sent through the mail, that I tried to buy her drugs and when she refused I broke into her house and stole them, screamed, cussed and threatened my children while my kids were in my yard, sat on sidewalk at night waiting for one of us to come outside so she could verbally abuse, etc etc the list goes on and on.
Most recently, 2 days ago, she approached and began again. My 2 youngest children (ages 2 and 3) and I were watering flowers in the front yard. She stood in the street and her driveway and began screaming and cussing and telling me she would kill me. She was very graphic and specific. She then told my babies that she would make their mommy die and bleed. They began to cry and hold my legs and say "no mommy no". My oldest son who is 21 then came outside and told her to shut up and go inside or he would call police. She tried to get her son (age 20) to "kick my sons a**" he refused and tried to get her to return to her house. I could not get little ones to leave me to go inside and I could not go in and leave my other son outside alone with her. At this point I called 911. She also screamed at the top of her lungs how I was a horrible mother, that my house was dirty and unfit (though she has never beeen inside of my house), how my kids should ask why I spend all of our money (1000s of $) on drugs (absolutely not true, tho while we were still friendly she told me about their use and purchasing of illegal drugs routinely..part of reason I broke off contact, I actually witnessed her buy pot from a neighbor kid).
By the time the police arrived her son had made her go inside. Though they were very sympathetic and told me it sucked that I had the neighbor from hell, that in the state of NM they could not charge for a misdemeanor if they had not actually witnessed it.
My children, ages 2 and 3, who witnessed this and were told by her that she was going to "make their mommy bleed and die" have been traumatized. They will not let me out of their sight while inside and won't go out in front yard without crying and asking me repeatedly if "that girl" is out there. The few times I have been out of their sight, they immediately start crying when I return and the 3 year old says " I was so worried about you. And wanted to know if you were ok". After hearing her brother say this several times now the 2 year old has began too.
So is it true that there ios nothing that can be done unless she confesses or the police actually witness it? Since my children are having so much trouble and I don't think the specific part about what she said directly to them came out in the conversation, could I call police back and talk to them about it again? I can't believe that she can continue to harrass, intimidate and threaten my family and me. I used to play with my kids outside every single day. We used to have our little walk to mailbox everyday which they always looked forward to. We very rarely play outside and never go to mailbox anymore because if she saw us outside then the fun with her would begin. Please tell me what I can do...and no a restraining order won't work. I was told it is rare to have one between neighbors and that I would have to jump through all kinds of hoops to get one here and then that the little good it might do probably would not be worth the hassle.

However, the regional board is responsible for hiring these admins. Is there anything in the law about the regional board delegating that responsibility (or any other) to a committee? If it is, then should't it also be a violation if someone does not use a turn signal for a round-about?

Hello!:
I would like to know if an easement appurtenant can some-how be terminated even though it runs with the land and it's implied in the warranty deed and on a survey? Is there a legal way to get it terminated? The dominant property that is adjoining the servient property has two ways to get in and off of their apartment complex property.

Thanks!
Henry

I am fully disabled under SSDI and have retained three lawyers to assist me with challenging this will since 2011. All of these attorneys failed me and I have been left representing myself pro se.(Details of these attorneys listed below.) However, I am not capable of carrying out these duties, as a result of my disability, which is Multiple Sclerosis. THEREFORE, can anyone tell me how to go about filing for a Protective Order with the Probate Court such I can have time to apply for legal aid or have the Probate Court appoint one for me?

Thank you for any and all help you can provide me, as I am lost and the stress of all this is truly exacerbating my disability to the extent I am becoming sicker and more disabled.

Details of the Lawyers: The first one, left the law firm he was with 4 months after retaining him, which I now know caused me to miss the legal deadline for challenging my father's will. The second one, who came on board with the same law firm took my case on, but then withdrew stating he had a conflict of interest, the details of which I documented as being different after he stated them on 4 - 5 times. The third one, who convinced me to challenge the will under the basis the trust fund I was to receive would implode. However, after pursuing this matter at first, I found out from her that she determined pursuing this legal angle was not necessary, as she had found someone who would set the fund up without charging me any fees - except I did not retain her for this purpose and if she had read the will, she would know the terms of setting up the trust would not allow her to do this.

There is a cable company transmission box in our development, across the street from my house, that makes such a loud buzzing noise that I can't have my bedroom window open to enjoy the cool air or fresh air and sleep or relax. Same in my home office. I can't have window open and focus on my work. If I do I end up tense and with a headache after awhile. I've called the company and the reply is, well it has a lot of electricty going through it and that's how it is, there is nothing that can be done.
I think it should have a wall around it to contain the noise at the very least.
I'm wondering if there's any laws regulating this type of noise?
