Federal law, though it establishes $100 dollar bills as "legal tender," does not prohibit stores from creating rules restricting the acceptance of cash as you describe. Whatever rules a store creates are a private matter between the store owner and the customer. After all, no one is required to shop at that store if they don't like the policy. I do not see any Texas law on the subject.

Is it legal for stores in texas to not except $100 bills and for those that do they require you to make a purchase of $40 or more before they except your $100 bill?
Last I checked there was not a required fee or minimum purchase requirement in order to except high bills.
