If your ordered to do community service hours in a certain amount of time and dont complete it within said time is that considered contempt of court? Also a suspended sentence, is there anyway to cut it down or even get out of it? What should a letter to the judge say?

The answer depends on the state you live in and the terms of your sentencing, but yes, it is possible you could be held to be in contempt of court. The more practical consequences will likely be the imposition of a monetary fine and/or jail time. Your original sentencing order will likely have spelled all this out.
I am not sure what you could say to a judge to avoid or reduce a suspended sentence since I don't know your personal circumstances. You might consider completing your court-ordered community service hours, even if past the deadline. Blowing it off completely just because you missed the deadline is not going to go over well no matter what you write in any letter.
