Without a subcontractor/contractor agreement, when a subcontractor performs computer programming customization work for a fee for a contractor (work for hire), subcontractor lives in Alabama, contractor lives in Florida, who is the owner of the intellectual property?

Generally, original work by a subcontractor remains the IP of the subcontractor unless there is a written agreement in place with the contractor. You can read a good explanation of this on the IP Law Blog.
