What good is a State Statue if law enforcement does not enforce a violation to a civil order issued by a Judge against a defendent. Defendent is ordered never to own or possess another animal is Florida in St. Lucie County, moves to Indian River County buys a dog and does it all over again. Neither county will accept jurisdiction. So the defendent gets away and another animal is neglected and abused.
