It has come to my attention that a competitor company of ours is giving kickbacks for services provided to the insurance industry. what recourse is available in this situation. how could this allegation be proved?

Anti-bribery/kickback laws vary quite a bit from one location to the next. What state/country are we talking about?
You may be surprised, but "private" kickbacks like this are generally not going to cause legal problems for either company, although individual employees might be terminated/disciplined for being involved in a violation of company policy.
Because kickbacks violate most companies' policies, simply bringing the practice to light with the insurance company could solve the problem. The risk of being wrong is that you could be accused of defaming the people and other company involved.
Here is a story about an example of private kickbacks that caused liability under Illinois statutes specific to the insurance industry.
How to prove something like this? You could try taking your evidence to a licensed private investigator. Many of them have experience with commercial cases.
