On a four lane highway, with a turning lane in the middle, does a vehicle traveling in the opposite direction of the school bus, required to stop when the signs are extended?

If you haven't already, be sure to read the definitions for "divided highway" and "roadway" for the Louisiana Highway Regulatory Act, which are found here:http://www.lawserver.com/law/state/louisiana/la-laws/louisiana_revised_statutes_32-1. If the highway is not divided by a median or some other barrier, it looks to me like a stop is required. Some interesting criticisms of requirements like this can be found at https://sites.google.com/site/jusjih/schoolbusstop, but the author does not seem to have a legal background. Hope this helps.
