If a county votes in favor of election of commissioners at large under NDCC 11-07-06 and also votes in favor of increasing the number of commissioners from 3 to 5. How is the selection of the 2 new commissioners done? By whom, under what time limit? NDCC 11-12 seems only to address the increase on commissions under districts.
