Would you kindly let me know who enforces articel # 228? We have a situation in our building where the landlord forbids the cable company to install the line, that is already in the building from floor 6 to floor 11. Everyone living below floor 6 has the cable connection and what's even more aggravating - the wireless cable connection for Internet use!!! So we are living like in the stone age and fiddling with Antennas to get 2 channels!!! I would like to file a complaint about this. Would you kindly advice where I have to address this complaint to?
