    When I was 14 years old until I was almost 18 years old, I was repeatedly and brutally sexually assaulted multiple, actually several thousand times. These assaults occuring multiple times daily. As a result of one of them occuring when I was 14 years old, I became pregnant and gave birth to my Son. The perpatrator is currently incarcerated under civil commitment in a different state for a fifth conviction of same and/or similar sexual assault crime for an undetermined amount of time. He is classified as a Level 3 predatory sex offender. It is of my belief that his parents are guilty of the "failure to act" crime, because they knowingly allowed these sexual assualts to take place in the privacy of their own home. He has a JOC in WI for the rape that took place resulting in my pregnancy at the age of 14. However, when I attempted to have him charged for the many other assaults in Feb. of 2000, I was informed by the St. Croix County ADA Frank Collins, that his office could not charge him any further because it would be what the law considers "Double Jeopardy" and the charges would not hold up in a court of law and that "i should just quit beating a dead horse" was his other comment to me. As a result of this ongoing trauma, I have since been diagnosed with "cognitive PTSD w/ pshycosis", Severe anxiety disorder, personality disorder, and Bi-Polar1 w/ pshycosis, Chemical dependancy (self medicating). I have several legal questions involving both pursuing criminal charges regarding the many more multiple Rapes following the perpatrators JOC and criminal charges against his parents as well as the possibility of a civil lawsuit regarding great bodily harm, including physical harm, mental and emotional distress, against the perpatrator, his parents, his parents homeowners insurance, as well as a civil lawsuit that I believe could potentially turn into a Class action lawsuit against St. Croix County, St. Croix Health and Human Services Child protection, and the State of WI for failure to protect me as a minor child.
