• applicant: means :

  (A) an educational institution. See 15 USC 5302

• Department: means the Department of Energy. See 15 USC 5302
• educational institution: means a degree granting institution of at least a baccalaureate level. See 15 USC 5302
• Federal Reserve System: The central bank of the United States. The Fed, as it is commonly called, regulates the U.S. monetary and financial system. The Federal Reserve System is composed of a central governmental agency in Washington, D.C. • industry: means the industries identified by codes numbered 3321, 3322, 3324, 3325, 3363, 3364, 3365, 3366, and 3369, in the Standard Industrial Classification manual ¹ published by the Office of Management and Budget in 1987. See 15 USC 5302
• Injunction: An order of the court prohibiting (or compelling) the performance of a specific act to prevent irreparable damage or injury.
• Public debt: Cumulative amounts borrowed by the Treasury Department or the Federal Financing Bank from the public or from another fund or account. The public debt does not include agency debt (amounts borrowed by other agencies of the Federal Government). The total public debt is subject to a statutory limit.
• Secretary: means the Secretary of Commerce. See 13 USC 1
