The Commissioner of Children and Families shall report, on February fifteenth annually, to the Governor and to the joint standing committees of the General Assembly having cognizance of matters relating to human services, the judiciary and human rights and opportunities, with respect to the status, (1) as of the January first preceding, of all children committed to the commissioner's custody, including in such report the date of commitment with respect to each child, and (2) of the central registry and monitoring system established in accordance with subsection (c) of section 17a-110.
