     Notwithstanding any other evidence of legislative intent, it is hereby declared to be the controlling legislative intent, that if any provision of sections 50-1901 through 50-1927[, Idaho Code], or the application thereof to any person or circumstance, is held invalid, the remainder [remaining] sections 50-1901 through 50-1927[, Idaho Code,] and the application of such provisions to persons or circumstances other than those as to which it is held invalid, shall not be affected thereby.
