Violation of storm water runoff rules
  
Sec. 13. If a violation of 327 IAC 15-5 occurs, the department shall determine which person is responsible for committing the violation. In making this determination, the department shall, if appropriate, consider:
    (1) public records of ownership;
    (2) building permits issued by local units of government; or
    (3) other relevant information.
The department's determination to proceed against a person responsible for committing a violation must be based on the specific facts and circumstances related to a particular violation.
As added by P.L.161-1999, SEC.1.

I live in an apartment in Clark co IN. Right out my back door is standing water that has been there since I moved in last August. Other than being frozen over we cannot walk into the grass just inches off the small concrete pad due to standing water. There is no place for the water to drain. What can I do? I have asked the landlord many times to clear it up to no avail. Thank you..

Standing water is a hazard and public nuisance for many reasons. Try contacting your local/county health department (think mosquitoes) and building department to see if they will come out to inspect the problem. See if they will issue a citation to the landlord for this unsafe situation. Good luck to you from us at LawServer.
