Funds for the scholarship awarded as herein provided shall be forwarded by the board to the dean of the school to which the recipient has been admitted or is enrolled upon the warrant of the dean or chief fiscal administrator for the amount fixed in the warrant and shall be payable to the scholarship recipient designated thereon. Such warrant, upon presentation, shall be paid by the board out of funds budgeted by the board for the purpose.
