(1) a state, possession, territory, or commonwealth of the United States; or

(2) the District of Columbia. See

To recognize length of State service, the Secretary shall give to each employee subject to this subtitle an appropriate emblem and certificate for:

(1) the first 10 years of service; and

(2) each additional 5 years of service.
