  • state: means :

    (1) a state, possession, territory, or commonwealth of the United States; or

    (2) the District of Columbia. See
Annual leave that is forfeited under §§ 9-304 and 9-306 of this subtitle is placed, unless the employee objects, in the State Employees’ Leave Bank established by § 9-602(a)(1) of this title.
