The postsecondary education commission shall administer the New Hampshire leveraged incentive grant program in accordance with state rules and accounting procedures and shall have the authority to:
    I. Conduct the program authorized under this subdivision.
    II. Disburse moneys in accordance with the subdivision.
    III. Adopt rules under RSA 541-A relative to making grants and administering the program.
