ยง 4815. Powers of commissioner of education and education department. A school established as provided herein shall be deemed a part of the public school system of the state, and shall be subject to the supervision and control of the commissioner of education and the education department in the same manner as other public schools, and shall not be subject to any of the laws of the state relating to charitable or penal institutions.
