No person may publish in this state any advertisement offering to sell a franchise required to be registered under this act unless the advertisement and required filing fee have been filed with the director at least five (5) business days prior to its first publication.

The minutes shall be signed by each member of the Tennessee regulatory authority or by those present when any business is transacted. The minutes and all official documents of every kind shall be kept on file in the office of the authority.
