Rich,
I am not sure what you mean about the officer not being able to "identify" parts of the arrest record. I am also unclear about what exactly you are expecting the officer to be able to do from memory. If you expect that he or she should have memorized every detail of every arrest record for every crime, that's not realistic and that's not really their job. In fact, the reason we have records is so that humans don't have to memorize information.

In any event, witnesses are permitted to refresh their recollection by examining records that contain information they were once familiar with. If an officer cannot remember what transpired, even after refreshing their recollection, then this certainly can be used to argue that their other testimony lacks credibility, and so can be used as impeachment.
