        (a)   As provided in the State budget, the Department shall make its training facilities available to any law enforcement agency of the State and to the Police Training Commission to the extent that the training facilities and employees of the Department are available.
(b)   The Secretary shall adopt rules to govern:
(1)   the extent to which the training facilities of the Department may be used;
(2)   the course of training; and
(3)   the qualifications of individuals who will use the training facilities.
