(a) This section applies to each city having a population of: (1) more than twenty-eight thousand seven hundred (28,700) but less than twenty-nine thousand (29,000); or (2) more than fifty-five thousand (55,000) but less than fifty-nine thousand (59,000). (b) Each year the fiscal officer of each city shall transfer to the community health clinic located in the county in which the city is located an amount equal to the revenue raised from a property tax rate of sixty-seven hundredths of one cent ($0.0067) for each one hundred dollars ($100) of assessed valuation of the taxable property in the city. (c) The transfer shall be made in four (4) equal installments before the end of January, April, July, and October. The transfer shall be made without the necessity of an appropriation.
