Every railroad corporation which shall refuse or neglect to comply with an order, or with a confirmation of such order upon appeal, shall, for every day's neglect after seven (7) days from the date of the service of the order upon the president, treasurer, or any director of the corporation, forfeit five hundred dollars ($500), one half (1/2) thereof to the use of the state and one half (1/2) thereof to the use of the city or town where the crossing is located.
