All trails under the jurisdiction of the department of resources and economic development so far as possible and consistent with their primary functions, shall be made available for use by OHRVs subject to the fees, and rules as established by the directors of the division of parks and recreation and the division of forests and lands with the approval of the commissioner of resources and economic development.
