  • I can see how that would be considered littering since the sidewalks are for the purpose of safely accommodating pedestrian traffic, not sorting recyclables. Hawaii’s littering law, Hawaii Revised Statutes 708-829, specifically prohibits “placing” any litter on public or private property (such as a sidewalk), and defines litter broadly to include even refuse that has value.
