In this chapter, the phrase “substantial change in the use” shall be strictly construed to maximize the immunity from civil and criminal actions provided under Alaska Stat. § 34.75.010 – Alaska Stat. § 34.75.020 for sport shooting facilities and private airport facilities.

In this chapter, “substantial change in the use” does not include a mere increase in the frequency of flights or the number of shots.
