- Agency: means the Office of Emergency Services. See California Penal Code 13800
- Arrest: Taking physical custody of a person by lawful authority.
- board: means the California Department of Tax and Fee Administration. See California Revenue and Taxation Code 20

- Probable cause: A reasonable ground for belief that the offender violated a specific law.
