The cash resources of the Surplus Property – Hardware Program from surplus-personal property transferred to this state in accordance with the Federal Property and Administrative Services Act of 1949 (40 U.S.C. § 484(j)) shall be deposited in the Service Revolving Fund in the State Treasury, created pursuant to § 16420 of the Government Code. All costs of the Department of General Services attributable to the distribution of surplus personal property pursuant to this article shall be paid from the Service Revolving Fund.
