- Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization

- Corridor: means a portion of the high-speed train system as described in Section 2704. See California Streets and Highways Code 2704.01
- County: includes "city and county. See California Streets and Highways Code 14
- department: means the State Department of Health Services. See California Welfare and Institutions Code 14062
- Department: means the Department of Transportation of this state. See California Streets and Highways Code 20
- director: means the State Director of Health Services. See California Welfare and Institutions Code 14061
- Director: means the director of the department. See California Streets and Highways Code 21
- Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.
- Fraud: Intentional deception resulting in injury to another.
- Fund: means the High-Speed Passenger Train Bond Fund created pursuant to Section 2704. See California Streets and Highways Code 2704.01
- High-speed train: means a passenger train capable of sustained revenue operating speeds of at least 200 miles per hour where conditions permit those speeds. See California Streets and Highways Code 2704.01
- High-speed train system: means a system with high-speed trains and includes, but is not limited to, the following components: right-of-way, track, power system, rolling stock, stations, and associated facilities. See California Streets and Highways Code 2704.01
- Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
- Lease: A contract transferring the use of property or occupancy of land, space, structures, or equipment in consideration of a payment (e.g., rent). Source: OCC

- Real property: Land, and all immovable fixtures erected on, growing on, or affixed to the land.
