If any person who is less than eighteen years of age is convicted of operating a motor vehicle without an operator‘s license, in accordance with the provisions of § 14-36 or subdivision (2) of § 14-215b, the Commissioner of Motor Vehicles, upon determination that such person did not hold an operator’s license at the time of the offense, shall not issue an operator’s license to such person or shall suspend the operator’s license of such person for a period of at least one year.

  • Commissioner: includes the Commissioner of Motor Vehicles and any assistant to the Commissioner of Motor Vehicles who is designated and authorized by, and who is acting for, the Commissioner of Motor Vehicles under a designation. See Connecticut General Statutes 14-1
