For the purposes of this chapter, “lamp recycling facility” means a facility operated to remove, recover or recycle for reuse mercury, metals, phosphorous powder, gases, glass or other materials from fluorescent or high intensity discharge lamps. Such a facility shall be considered a volume reduction plant, as defined in § 22a-207, regardless of the volume of solid waste generated and shall not be subject to the requirements of § 22a-454 provided such facility is operated in compliance with federal law.
