Notwithstanding any provision of the general statutes or special act to the contrary, (1) the Commissioner of Energy and Environmental Protection shall make a grant for financial assistance under § 22a-219b, revision of 1958, revised to January 1, 1989, to any municipality which has applied for such grant before July 1, 1990, and is eligible for a grant payable during the fiscal year ending June 30, 1990, (2) such grant shall be paid from the Municipal Tipping Fee Fund established pursuant to § 22a-219d, and (3) moneys in said fund shall not be transferred to the General Fund until such grants are paid.

- Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.
