Conviction information, as defined in subsection (c) of § 54-142g, contained in the files of the State Police Bureau of Identification, shall be available to the public in accordance with the provisions of § 54-142k. All information contained in the files of the State Police Bureau of Identification relative to criminal records and personal history of persons convicted of crime shall be available at all times to all peace officers engaged in the detection of crime, to all prosecuting officials and probation officers for the purpose of furthering the ends of public justice and to the State Bar Examining Committee for the purpose of ensuring that those individuals admitted to the practice of law are of the highest quality.
