Each appointing authority shall grant to each full-time employee in a permanent position in the state service or full-time employee of a quasi-public agency who (1) is blind or physically disabled, and (2) has been employed for at least twelve consecutive months, the use of accumulated paid sick leave, not to exceed fifteen days, to participate in training conducted by a guide dog organization or assistance dog organization, provided such organization is a member of a professional association of guide dog or assistance dog schools, to prepare the employee to handle a guide dog or assistance dog for the employee’s own use. The appointing authority may require up to seven days’ advance notice of an employee’s intention to use such leave and may require the employee to provide reasonable documentation that such leave is being taken for the purpose permitted under this section.

  • Appointing authority: means a board, commission, officer, commissioner, person or group of persons or the designee of such board, commission, officer, commissioner, person or group of persons having the power to make appointments by virtue of a statute or by lawfully delegated authority.   • Full-time employee: means an employee holding a position normally requiring thirty-five hours or more of service in each week. See Connecticut General Statutes 5-196
  • Permanent position: means any position in the classified service which requires or which is expected to require the services of an incumbent without interruption for a period of more than six months, except positions funded in whole or in part by the federal government as part of any public service employment program, on-the-job training program or work experience program.   • State service: means occupancy of any office or position or employment in the service of the state, but not of local governmental subdivisions thereof, for which compensation is paid. See Connecticut General Statutes 5-196
