For the purpose of final approval of a municipal land use application, including, but not limited to, the open space percentage allocation required for cluster developments, as defined in § 8-18, where such municipality has a population of not less than eighty-two thousand and not more than ninety thousand residents and a total area of not less than thirty-five square miles and not more than thirty-seven square miles, any conservation easement purchased all, or in part, with state funds shall be excluded from the open space percentage allocation required for such an application by such municipality’s zoning or planning commission.
