  • Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
  • Board: means the state board of regents. See Kansas Statutes 76-6a01
  • Revenue bonds: means bonds issued by a board under authority of Kan. See Kansas Statutes 76-6a13
  • State: when applied to the different parts of the United States, includes the District of Columbia and the territories. See Kansas Statutes 77-201

To pay all or part of the costs of carrying out the purposes of this act, including the cost of constructing, furnishing and equipping any and all buildings and related facilities authorized herein and the costs of acquiring land therefor, the board is authorized to issue its revenue bonds pursuant to Kan. Stat. Ann. § 76-6a12 et seq. and acts amending or supplementing such sections. The provisions of Kan. Stat. Ann. § 76-6a12 et seq. notwithstanding, no revenue bonds may be issued by the state board of regents for the purchase of land or construction of any structure or facility or additions erected in connection therewith, unless such shall be authorized by appropriation or other act of the legislature.
