The secretary of transportation with respect to highways under the secretary’s jurisdiction and local authorities with respect to highways under their jurisdiction may issue permits authorized under the provisions of Kan. Stat. Ann. § 8-1911, and amendments thereto, for the operation of combinations of vehicles operating on a route designated by the secretary or local authority between a Kansas turnpike authority toll booth and a motor-freight truck terminal located within a ten-mile radius of any such toll booth, except at the northeastern end of the turnpike at which location a twenty-mile radius shall apply.
