  • Complaint: A written statement by the plaintiff stating the wrongs allegedly committed by the defendant.
  • County: means a county of the State or Baltimore City. See
  • Person: includes an individual, receiver, trustee, guardian, personal representative, fiduciary, representative of any kind, corporation, partnership, business trust, statutory trust, limited liability company, firm, association, or other nongovernmental entity. See
In Montgomery County, the following individuals are not liable to any person for advice or help given in the course of employment in connection with the preparation of a complaint:

(1) A clerk of any court or an employee of a clerk;

(2) The Sheriff or a deputy sheriff; or

(3) An employee of the register of wills.
