  • Amendment: A proposal to alter the text of a pending bill or other measure by striking out some of it, by inserting new language, or both. Before an amendment becomes part of the measure, thelegislature must agree to it.
  • County: means a county of the State or Baltimore City. See
A county may pass any ordinance that facilitates the amendment of the county charter by referendum of the voters of the county in accordance with Article XI-A, § 5 of the Maryland Constitution.
