(1) Not later than April 30, 2000, the secretary of state shall begin tracking individual offenses of this part.
(2) In order to accomplish the tracking requirement described in subsection (1), the secretary of state shall do both of the following:

- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. (a) Pursue and implement a comprehensive technology system.
(b) Work cooperatively with the appropriate departments of this state.
