- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. The public school districts entitled to any distribution hereunder shall include those public school districts which now maintain an approved junior college, community college, or university, and those public school districts which may hereafter secure the approval of the state superintendent of public instruction with the advice and counsel of the state board of education for the establishment of such a college.
