  • state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories.    The members of the state board for public community and junior colleges shall take the constitutional oath of office. As soon as convenient after the first members of the board are appointed they shall meet and organize by electing from their number a chairman, a secretary and such other officers as the board desires which officers shall be elected annually.
