The power of referendum allows citizens the right to repeal or amend existing measures, or portions thereof, affecting the governance of each municipality in the state.

Terms Used In Nebraska Statutes 18-2527
- Municipality: means all cities and villages, not operating under home rule charters, including those functioning under the commission and city manager plans of government. See Nebraska Statutes 18-2507
- State: when applied to different states of the United States shall be construed to extend to and include the District of Columbia and the several territories organized by Congress. See Nebraska Statutes 49-801
