The commissioner of motor vehicles is hereby directed to establish, maintain and/or conduct experimental motor vehicle inspection stations, by contract or pursuant to an appropriation made therefor, for the purpose of making the inspection prescribed by Article 5 of the vehicle and traffic law and for the purpose of issuing certificates of inspection.
