  • Advice and consent: Under the Constitution, presidential nominations for executive and judicial posts take effect only when confirmed by the Senate, and international treaties become effective only when the Senate approves them by a two-thirds vote.

If a vacancy shall occur in the office of any member of the board otherwise than by expiration of term, it shall be filled by the governor, by and with the advice and consent of the senate, for the unexpired term. The governor may remove the chairman or any member of the board for cause after giving him a copy of the charges and an opportunity of being heard in person or by counsel on not less than ten days’ notice. If the chairman or a member of the board be removed the governor shall file with the department of state a statement of the cause of such removal.
