As provided in Article IX, Sec. 4(2) of the North Carolina Constitution, the Superintendent of Public Instruction shall be the secretary and chief administrative officer of the State Board of Education. As provided in Sections 7 and 8 of Article III of the North Carolina Constitution, the Superintendent of Public Instruction shall be an elected officer and Council of State member and shall carry out the duties prescribed under N.C. Gen. Stat. § 115C-21 as the administrative head of the Department of Public Instruction.   • board: means a city board of education, county board of education, or a city-county board of education. See North Carolina General Statutes 115C-5
