A license to conduct racing under the certificate system shall further expressly provide that the licensee of any horse racing track shall remit to the state treasurer at the end of each week of racing, fourseventeenths of the total of all money retained as compensation by the licensee as authorized by this chapter which is in excess of the one and onequarter percent retained by the licensee or remitted to the county treasurer wherein the site is located except breakage.
