In the event the committee shall for 30 days after September 15, 1939, fail for any reason to elect the personnel board or in the event the committee shall fail to fill any vacancy on the personnel board within 30 days after such vacancy occurs, then and in that event the Governor of the State of Alabama is hereby empowered and directed to appoint the members of the board or to fill the vacancy thereon as the case may be.
